Give smokers a medal

Recently the state of California has been having budgetary issues because a tax they levied on cigarettes is falling short of its expected revenue. What happened is because of the tax and because of stop smoking campaigns, people smoked less and they got less revenue from the cigarette tax. This tax was to go to pay for health care programs for children in California. What the state of California needs to do is encourage more people to smoke so they can get more revenue from the cigarette tax. They should start handing out medals to people who smoke since they are depending on smokers to pay for so many health programs for children.
